Our History

Cobisa is a privately held independent electric power development team located in Houston, Texas, founded in 1987 by Thomas M. Knox and Thomas C. Knox.

Cobisa specializes in U.S. domestic gas-turbine electric generating projects both simple cycle and combined cycle. We have extensive experience in all aspects and phases of project origination and development including siting, permitting, power sales agreements, contract negotiations, arranging fuel supplies, financing, and construction management.

The principals of Cobisa have been involved in the successful development of six gas fired independent power projects with combined output of approximately 3,230MW and a total capitalization of approximately $2.2 billion. The gas turbine projects are located in New Mexico, Texas, Virginia, and Washington including one of the first IPPs in the country. These are:

  • Tenaska III Texas Partners — a 223MW cogeneration project in Paris, Texas;
  • Doswell Limited Partnership — a 663MW IPP located outside Richmond, Virginia;
  • Encogen One — a 255MW cogeneration project in Sweetwater, Texas
  • Encogen Northwest — a 160MW cogeneration project in Bellingham, Washington
  • Cobisa-Person Limited Partnership – a 140MW gas turbine peaking project in Albuquerque, New Mexico.
  • Cobisa-Forney Limited Partnership – a 1,789MW combined cycle project in Forney, Texas.
